At the November 22, 2022, City Council meeting, Council members approved all 18 Consent agenda items.

Two Public Hearing items were discussed.

  1. Adopt Resolution # 22-253 Adopting the City's 2023-2032 Capital Improvement Plan (CIP) - the 2023-2032 Capital Improvement Plan (CIP) is a strategic planning tool to assist the City Council in identifying proposed capital improvement projects over the next ten years. Approval of the CIP by the City Council does not authorize spending or initiation of a given project. However, it provides a guide for the community for a whole array of private and public decision-making impacted by public capital expenditures.  It shall further be noted that the initial project design of public infrastructure projects identified within this plan often begins two years or more before the date of construction.  Also, the CIP reflects priorities for projects and equipment that have been identified as priorities in the City's adopted Strategic Plan. The CIP is not intended to provide for a precise budgeting. Capital costs are projected as estimates. Upon each update of the plan, deletions, additions, delays, or other revisions may occur, reflecting changing community needs. These changes allow for budget refinements as a particular project nears actual construction. A supplemental section titled 'Future Consideration Projects' has also been included. This is a listing of park projects that are contingent upon the availability of resources. These projects are unfunded and unscheduled until resources become available.
    This resolution was adopted.
  2. Adopt Ordinance #22-28 Adopting the 2023 Schedule of Rates, Fees, and Charges - The city annually adopts a schedule of rates, fees, and charges which outlines the fees that the city charges for such items as building construction, business licenses, utility rates and planning and zoning. The majority of the changes from 2022 to 2023 are reflected in the Planning and Zoning Section. The plan is to bring back rate adjustments for water and sewer usage in the spring of 2023 after the proposed water treatment plant construction bids have been received.  Rate adjustments for these accounts would need to be adopted by March 14, 2023, to be effective for the first quarter utility billing on April 25, 2023.
    This resolution was adopted, with changes to the home occupancy fee at $250, food truck licensing at $100 annually, $80 for three months, and no background check.

Two Council Business items were discussed.

  1. Adopt Ordinance #22-27 Amending Chapter 2 of Ramsey City Code to Modify Abatement and Appeal Procedures - This Amendment to Chapter 2, Article VII, of the Ramsey City Code is to streamline better the appeal, abatement and citation process with the City.  This, in turn, will make it more resident-friendly and efficient while still providing the ability to correct violations as the City Council determines.  By adopting this code, we are removing expensive third-party legal consultations and allowing residents to voice their concerns directly to staff and the City Council, reducing the fiscal impact on the residents and the City as a whole. This will help reduce the cost for the community, in both staff time and fees associated with abatements. We will also streamline those who oversee the abatement process to ensure expeditious action and create an opportunity to appeal those actions in a more community-orientated fashion. This ordinance was adopted with the removal of the words “Administrative Hearings” in the Findings Paragraph.
  2. The City Council received formal notice for the Recommendation from the Charter Commission to amend the charter by Ordinance #22-29 under M.S 410.12, subdivision 7.
    With this formal notice, A Notice of Public Hearing will be published on Friday, December 16, 2022. 
    The Public Hearing will take place on Tuesday, January 10, 2023.
