To date the Contractor has placed the first lift of bituminous pavement and completed the majority of restoration in the boulevard areas.
During the week of September 25, the Contractor is anticipated to complete the seeding in the boulevard areas and place the final lift of bituminous pavement. The paving has not yet been scheduled but will likely occur later in the week.
August 31, 2023
During the week of August 21, the Contractor finished fine grading the aggregate base and placed the majority of concrete curb and gutter. On August 30, the Contractor placed the first lift of new bituminous pavement.
The Contractor is working on setting up the remaining concrete driveways, sidewalk, and curb and gutter. They are currently scheduled to pour the remaining concrete during the week of September 5, this includes the concrete median in Bunker Lake Boulevard.
Restoration of the impacted boulevard areas begin August 31 and is anticipated to take 2 – 3 weeks to complete. The final lift of bituminous pavement will be placed after restoration is complete but has not yet been scheduled.
August 10, 2023
To date, the contractor has completed all Watermain and Sanitary Sewer construction. Testing of the new watermain and sewer is required before it is put into service. Construction on the storm sewer has begun and is anticipated to be complete by August 14.
After the storm sewer construction is complete, the contractor will begin grading the subgrade prior to the installation of the new concrete curb and gutter. The concrete curb and gutter are scheduled to be placed starting August 22. However, this is subject to change.

On April 25, 2023, the Ramsey City Council accepted bids and awarded a construction contract for this street reconstruction project to the lowest responsible bidder, Douglas-Kerr Underground, in the amount of $1,398,953.30. Construction activities commenced the week of June 19, 2023.
This improvement project proposes to reconstruct existing segments of Ferret Street, 146th Avenue, and the west end of 147th Avenue; to extend Ferret Street to Bunker Lake Boulevard; to improve Bunker Lake Boulevard as needed to accommodate the new intersection of Ferret Street and Bunker Lake Boulevard; to construct stormwater management facilities; and to extend municipal utilities along the Ferret Street extension to tie into existing utilities under Bunker Lake Boulevard. Extending Ferret Street and municipal utilities to Bunker Lake Boulevard will provide the most cost-effective means to serve all unserved properties within the HY-10 Ramsey plat with municipal utilities and a secondary access route.
During construction, access to driveways and streets may be partially restricted during regular working hours. Access to driveways may be restricted for up to seven days, where concrete curb and gutter are installed, and concrete driveway aprons are removed and replaced. This will allow the new concrete section adequate time to cure. During these times, walk-on access will be maintained to all properties by the end of each workday.
Typical construction sequencing involves placement of temporary construction signing; installation of sediment control practices; reclaiming bituminous pavement; installing sanitary sewer, watermain and storm sewer; grading; construction of concrete curb and gutter, paving bituminous and pouring concrete driveways; preparing aggregate base; constructing bituminous base course on streets; establishing turf; and constructing bituminous wear course on streets and driveways. Specific dates for each construction operation will depend on the weather and other factors that may be out of the City’s or the Contractor’s control. However, the goal is to complete construction as quickly as possible once construction begins to minimize impacts on property owners and the traveling public.
This work may impact private landscaping and lawn irrigation systems. Relocating and/or repairing landscaping and private irrigation systems within the public right of ways as needed to accommodate construction is the property owner’s responsibility. If you have a below-ground irrigation system adjacent to any of the streets being constructed or reconstructed, please mark your sprinkler heads with flags or stakes to assist the Contractor in preventing or minimizing damage to your system during construction. Free flags are available at the Engineering Department in the Ramsey Municipal Center, located on the second floor at the above address. To help ensure your system will not be damaged during this project, please relocate sprinkler heads and other irrigation system components within the construction limits, which City staff can locate for you upon request.

- Sanitary Sewer Funds (sanitary sewer costs)
- Watermain Funds (watermain costs)
Design Engineer Bolton & Menk is providing construction staking and administrative assistance services during construction for a not-to-exceed fee of $34,881.
City staff will inspect construction and process pay requests.
