2021 Additional Pavement Overlay Improvements IP21-12

Background Information

Update July 30, 2021

On July 27, 2021, the Ramsey City Council awarded a construction contract to the lowest responsible bidder, North Valley, Inc. for City Improvement Project #21-12; 2021 Additional Pavement Overlay Improvements. The total bid was for $563,146.59, coming in 7% below the engineer’s estimate of $606,764.60. Staff has begun working with the North Valley to get the required documentation complete, and to set up a preconstruction meeting, with expectation of construction starting in late August. A letter was mailed out to effected property owners on July 28, 2021 and can be seen here.

Private lawn irrigation systems may be impacted where pedestrian ramp improvements, spot curb & gutter repairs and/or catch basin repairs are being made. Residents should be aware that relocating and/or repairing private irrigation systems within public right of ways as needed to accommodate construction is the responsibility of the property owner. City Staff will locate the construction limits upon request.

Update June 25, 2021

The City of Ramsey prepared plans and specifications for Improvement Project 21-12, 2021 Additional Pavement Overlay Improvements.

On June 22, 2021 the Ramsey City Council adopted Resolution #21-180 Approving Plans and Specifications and authorizing advertisement for bids to be published on Friday, June 25, 2021 and Friday, July 2, 2021, both in the City’s official newspaper, the Anoka Union Herald, and in Finance & Commerce. Potential bidders may purchase the plans through QuestCDN.com, download and submit their bids, with the electronic bidding software used by the City of Ramsey. This ensures that all bidders are bidding off the same set of plans, and that all bidders are notified of any plan revisions (addenda) issued during the bidding process.

Staff proposes to open bids on July 19, 2021, and to present the bid results to City Council on July 27, 2021 for consideration of award of a construction contract to the lowest responsible bidder.

Letters were mailed to business and property owners on June 25th, notifying them of the proposed neighborhood overlays, the letter may be seen here.

On June 8, 2021, the Ramsey City Council ordered plans and specifications for City Improvement Project #21-12, 2021 Additional Pavement Overlay Improvements, which proposes to overlay 2.58 miles of bituminous pavement on numerous street segments within the following developments:

  • Sunfish Gateway Business park
  • Traprock Commons
  • Wildlife Sanctuary 2nd
  • Wildlife Sanctuary 3rd
