Vacancy on City Council – At-Large Seat

Kristine Williams has resigned her at-large seat on the City Council, effective October 1, 2017, thus creating a vacancy.  The City’s Charter directs how vacancies on the City Council are filled.  If there are 365 days or more left in the term of the vacated office, a special election is required to fill that vacancy.  In this case, Ms. Williams’ term ends December 31, 2018, therefore, a special election is necessary.  New legislation in 2017 adopted uniform election dates and the next authorized date to hold the special election is Tuesday, April 10, 2018.  February 13 is an authorized date as well; however, some of the timelines would have had to be compressed – such as shorter candidate filing period, etc.  Therefore, on October 10, 2017, City Council adopted a resolution accepting the resignation of Kristine Williams, declaring a vacancy in the at large seat, and calling for a special election to be held on Tuesday, April 10, 2018.

Candidate Filing Period for Special Election

Council candidate filing period begins at 8:00 a.m. on Tuesday, November 21, 2017, and closes at 5:00 p.m. on Tuesday, December 5, 2017.  The withdrawal period ends at 5:00 p.m., Thursday, December 7, 2017.   Filing is done in the office of the City Clerk located in the Ramsey Municipal Center, 7550 Sunwood Drive NW.  The fee for filing is $5.

Eligibility to Hold Office

Candidates for public office must:
• be an eligible voter.
• have no other affidavit on file as a candidate for any office in the same election
• be 21 years of age or more by time of assuming office
• have maintained residency in the City for 30 days before the election

Primary Election

If three or more candidates file for the vacant seat on the Council, a Primary Election must be held.  The date for that election has been set for Tuesday, February 13, 2018.  If there are two or less candidates who file, a Primary Election is not necessary.

Absentee Voting

If a Primary Election is necessary, absentee voting (in person or by mail) begins on Friday, December 29, 2017.

If a Primary Election is not necessary, absentee voting (in person or by mail) for the General Election will begin on Friday, February 23, 2018.
