On Monday, May 2, 2022 bids were publicly opened for these improvements. Northwest Asphalt & Maintenance of Thief River Falls, Minnesota was the lowest responsible bidder with a bid of $108,779.90. Staff presented Northwest Asphalt & Maintenance’s bid to City Council on Tuesday, May 10th, with City Council voting to award a construction contract for the improvements. Staff has begun working with the Contractor to get the proper paperwork finalized and to set up a pre-construction meeting. During the pre-construction meeting, the Contractor will provide information to the City including; contact information for themselves and their subcontractors, a detailed project schedule, proposed work hours and methods of construction, plans for traffic control, and other construction related information. Letters are not mailed out to property owners for crack seal improvements since the work occurs quickly and has little to no impact to the traveling public or abutting properties.

Update March 25, 2022
On Tuesday, March 22, 2022, Ramsey City Council approved the plans and specifications and authorized advertisement for bids for the 2022 Crack Seal Improvements. Bids will be advertised on April 1, and again on Friday April 8, 2022 in the Anoka Union Herald and in Finance & Commerce. The City bids all improvement projects online through the Quest CDN website. The website will also make notice of the proposed project to contractors.
Staff is proposing to open bids for this project on Monday, May 2, 2022. Staff reviews the bids to assure compliance with the bidding and specification requirements. The lowest responsible bidder is presented to City Council for award of a construction contract, which is currently proposed to occur on Tuesday, May 10, 2022. If a contract is awarded, the City works with the contractor to set up a pre-construction meeting, at which time the contractor will give the City it’s proposed construction schedule.

Crack seal improvements are completed annually on between 10 and 23 miles of public street segments, to cost-effectively maximize the life of the bituminous pavement. Property owners will not be assessed for any of the costs for these improvements.
Crack sealing protects pavement by preventing stormwater runoff from seeping through cracks in the pavement and joints between the pavement and concrete curb and gutter, and utility castings. Reducing future pavement damage due to wet subgrade soils, especially during freeze-thaw cycles.
The City’s current pavement maintenance schedule calls for public streets to be crack sealed the third, seventh, and fourteenth year following construction, reconstruction, and overlay improvements. However, while this is the typical maintenance schedule it is important to note that Staff reviews the condition of all streets annually and adjusts the schedule of maintenance operations based on actual pavement conditions.
A total of 10.37 miles of public street segments is proposed to receive crack seal improvements in 2022. These street segments were selected based on age, pavement maintenance history, and Pavement and Surface Evaluation Rating (PASER) values of 7 or higher.

The work itself generally takes two to three weeks to complete once the Contractor commits their crews to the project. Staff will update the project webpage as new information is made available. Letters will not be mailed to notify the public of the 2022 crack seal improvements since the work occurs quickly and has little to no impact on the traveling public or abutting properties.
Estimated project costs for the proposed 2022 crack seal improvements total $141,600. This includes 14% indirect costs for administrative, engineering, legal and financing. Property owners will not be assessed for any of the costs for these improvements.
The 2022 Crack Seal Improvements will be funded from the $200,000 that is budgeted annually for crack seal and pavement rejuvenator improvements.
The City Council has not yet approved the final project.
